The Punjab government has unveiled its most comprehensive Annual Development Plan (ADP) yet, amounting to Rs. 1.24 trillion for the fiscal year 2025-26. This initiative underscores a significant commitment to improving public infrastructure, with a particular emphasis on roads and transportation networks.
A significant portion of the budget, amounting to Rs. 335.5 billion, has been designated for infrastructure upgrades. The primary aim is straightforward: to build better roads, modernize transport facilities, and boost connectivity across the province.
Out of this total, Rs. 120 billion is allocated specifically for the development and enhancement of road networks throughout Punjab. This initiative is expected to not only decrease travel time but also promote safer journeys in both urban and rural areas.
A key highlight of this program is the “Chief Minister’s Local Roads Programme,” which has been allocated Rs. 50 billion. This initiative is focused on improving and expanding roads in remote towns and rural regions that have often been neglected in past development efforts.
Revamping Public Transport
In addition to road infrastructure, the government is making significant efforts to improve urban mobility. Approximately Rs. 80–85 billion has been set aside for transportation improvements, covering both ongoing and new projects.
A key component of this transformation is a Rs. 30 billion investment aimed at enhancing mass transit systems in major cities like Lahore, Faisalabad, and Gujranwala. These systems are designed to ease traffic congestion, reduce pollution, and improve urban commuting experiences.
Other features include:
- Rs. 3.5 billion allocated for the launch of an Electric Taxi (E-Taxi) Scheme
- Rs. 46 billion earmarked for the introduction of electric buses in densely populated areas
These environmentally conscious initiatives are intended to steer the province towards sustainable and smart mobility solutions.
In a significant shift from previous approaches, the 2025-26 budget strongly emphasizes inclusivity. Rs. 24.5 billion has been allocated to improve road access in historically underfunded districts such as Layyah and Bhakkar.
The improvements are expected to:
- Make it easier to reach educational institutions, healthcare facilities, and markets
- Enhance logistics for local businesses and farmers
- Bridge the divide between urban and rural development
By focusing on both urban enhancements and rural advancements, Punjab’s new budget embodies a comprehensive and inclusive vision for development. The combination of extensive road projects and modern public transport systems is set to provide considerable long-term advantages for residents throughout the province.
