Rawalpindi is preparing to enhance its traffic management with the introduction of an e-challan system set to launch on January 1, 2025. Led by the City Traffic Police (CTP), this initiative will utilize Safe City cameras to monitor traffic violations on major roads and significant urban areas. Offenders will receive fine notifications directly on their mobile devices as well as through mail at their residences.
Under the Safe City project, cameras have been installed in crucial locations, including COD Chowk, Liaquat Bagh, Raja Bazaar, Chandni Chowk, Jinnah Park, and Faizabad Metro Station. These cameras function around the clock, documenting traffic violations and criminal activities at all hours. The monitoring operations are centralized by the Punjab Safe City Authority (PSCA) from its command center located at Jinnah Park.
Fines will be imposed for several traffic infractions, such as motorcyclists riding without helmets, using improper number plates, and failing to wear seat belts. For instance, motorcyclists who do not wear helmets will be fined Rs. 1,500, while those with improper number plates can face a penalty of Rs. 2,000. Additionally, if children are found riding motorcycles, FIRs may be lodged against their guardians. Other infractions that will incur fines include speeding, driving against the flow of traffic, and passengers not wearing seat belts.
The e-challan system is designed to enhance compliance with traffic laws and lessen disputes over penalties by providing photographic evidence for every violation. Officials believe that this method will reduce complaints about unjust fines and promote greater transparency. Once the system is fully operational, the Safe City initiative plans to expand its coverage to include more traffic violations on major highways, aimed at reducing the incidence of road accidents.
