Okay, so a few days ago, Google Chrome refused to open. Every time I click it from the desk-top, task-bar, or even the program menu my mouse shows the loading sign for about five seconds and nothing happens. So I've had to use Internet Explorer which DOES NOT have even a stupid flash-player. Everytime I try downloading something, it asks me to put in an administrator password for an account I never created (and there password is no password, the password is blank) and then, about five minutes later, it doesn't download it, or when I download it succecfully it says the file isn't there or it has been deleted when I'm staring or using the "missing" file. ran a virus scan EIGHT times!! 0, 0, 0, 0, 0, 0, 0, 0!!! I am using Windows 7 on a Sony Intel Inside Pentium Seven.

Found this very good workaround:

Enable downloads blocked by Security Zone Policy

This happens because Firefox honors your Windows security settings for downloading applications and other potentially unsafe files from the Internet. To resolve this problem, use one of the solutions given below.

Bypass Windows Security Policy check

You can add the preference, browser.download.manager.skipWinSecurityPolicyChecks and set it to true. This will bypass the Windows Security Policy check and allow you to download executable files. To add this new preference:

In the Location bar(firefox), type about:config and press Enter.
The about:config "This might void your warranty!" warning page may appear. Click I'll be careful, I promise!, to continue to the about:config page.

Right-click anywhere in the list of preferences.
In the context menu, select New then select Boolean. The "New boolean value" dialog box will appear.
Enter the preference name browser.download.manager.skipWinSecurityPolicyChecks in the text field and click OK.
In the "Enter boolean value" box that appears, select true and click OK.

After trying all sorts of setting in chrome and IE9
turning off firewalls , antivirus , defaulting security zone settings etc etc

this IS THE only thing that enabled downloads to work
its for mozilla
works for chrome and firefox although has to be inputted through firefox

IE9 still refuses to allow any downloads due to security settings

100% working in seconds

go to this link and read last reply but windows tech team. i also had this problem downloading maplestory. im 16 years old and im good with computers and its been epic fails, time after time but i found the perfect solution... enjoy ^^

http://answers.microsoft.com/en-us/windows/forum/windows_7-security/these-files-cant-be-opened-your-internet-security/7bbe6bc9-d89f-4407-81fa-ea4c24b39aaf

read last reply and change settings exactly to his. its okay if a thing or 2 turns red. after download, you can always change back. and this prevents virus run throughs while downloading as well...

your welcome guys ^^
